Cohere says it will spend more than C$4 billion on Canadian research, development and AI infrastructure through 2031, and add over 1,500 jobs, most of them technical.
- The multi-year effort began in 2024 and is meant to keep more of the country's AI research, products and economic value in Canada rather than sending talent abroad.
- At least 1,000 of the new roles are expected to cover AI research, engineering, product development, infrastructure and deployment.
- Cohere also plans more than 250 paid student roles by 2029 and a national network of university and research partnerships, starting with the University of Toronto and the University of Waterloo and building on ties to Amii, Vector and Mila.
- The company cites a C$309 million GPU cloud partnership with Bell AI Fabric that lets Cohere models run on sovereign Canadian infrastructure.
- Cohere frames the spending as support for Canada's national AI strategy, which targets 3% GDP growth and up to 250,000 AI-related jobs by 2031, at a time when just 12% of Canadian businesses reported using AI in 2025.
