The Commerce Department's Bureau of Industry and Security issued an interim final rule that revises Export Administration Regulations controls on advanced computing integrated circuits and adds a control on model weights of certain advanced closed-weight dual-use AI models. The rule also adds license exceptions and updates the Data Center Validated End User authorization to ease exports to end users in destinations that do not raise national security or foreign policy concerns. BIS asks for comments by May 15, 2025, and says exporters, reexporters and transferors need not comply with the changes until that date, except for three provisions due January 15, 2026.
