In short

Industry-led consortia building full-stack AI technology packages can submit proposals to the American AI Exports Program for priority access to Federal financing tools. Proposals must comply with United States export control regimes and outbound investment regulations.

The President orders the Secretary of Commerce to establish the American AI Exports Program within 90 days, in consultation with the Secretary of State and the Director of OSTP. The order directs the Secretary of Commerce to issue a public call for proposals from industry-led consortia for full-stack AI technology packages. It also mobilizes Federal financing tools through the Economic Diplomacy Action Group to support priority AI export packages.

The Secretary of Commerce must establish and implement the American AI Exports Program within 90 days of the order.
The Secretary of Commerce must issue a public call for proposals from industry-led consortia for inclusion in the Program.
Proposals must include a full-stack AI technology package covering hardware, data pipelines, models, security measures, and applications.
Proposals must be submitted no later than 90 days after the public call is issued and will be considered on a rolling basis.
