Reopening Copilot Business and Enterprise signups

GitHub is gradually reopening sign-ups for Copilot Business and Copilot Enterprise for customers paying by credit card or PayPal, with new billing changes including upfront charges for assigned seats and potential additional payment for exceeded usage. These billing updates will take effect starting October 1, 2026.
