Content exclusions generally available in Copilot app and CLI

GitHub made content exclusions generally available in the Copilot app and Copilot CLI, allowing enterprise, organization, and repository administrators to configure policies that prevent Copilot from using excluded files as context. The feature is available for Copilot Business and Copilot Enterprise customers.
