Global model policy generally available

GitHub is rolling out enforcement of a default model policy for Copilot Business and Enterprise plans, making it generally available. Models not explicitly configured will follow the policy, and open-weight models are disabled by default.

Starting today, we’re gradually rolling out enforcement of the policy through September 1, so it will take effect at different times for different enterprises.
