Copilot code review effort levels are generally available

Availability change

GitHub Copilot code review now offers two generally available effort levels, Lite and Balanced, replacing the preview names Low and Medium.

Lite is for straightforward changes, while Balanced uses a higher-reasoning model for deeper analysis.
