Harvey built an automated pipeline called The Data Factory that discovers legal sources and turns them into tools for its agents.
Since August 2025, the pipeline has scaled Harvey's knowledge source coverage from six jurisdictions to over 60 and from 20 unique legal data sources to more than 400.
The system uses a declarative configuration layer and a four-step evaluation pipeline to validate agent performance before launch.
