Microsoft announced Project Tessera, an open-source evolution of its Azure Integrated Hardware Security Module (HSM), developed with Marvell, Oracle, and the Open Compute Project. The project makes the architecture, specifications, protocols, drivers, software, firmware, and reproducible build environments open source, with a goal of advancing toward a fully open-source silicon implementation. Tessera is designed to enforce FIPS 140-3 Level 3 key protection throughout the key lifecycle and address key management anti-patterns.

## Evidence
